May I know if the issue exists in a specific workbook or also in other workbooks? You can create a new workbook and insert the pdf file as object, then check again. If the issue doesn’t exist in other workbooks, please try to copy the embedded pdf file, paste it to local location, like Desktop, check if you can open the pdf file. Regards, George

This happens because one (or multiple) sheets in your workbook have a different dpi setting for printing. Go to Page Setup > Print Quality > enter the DPI value that you want to have for your document, say 300. (Note that this is the DPI value you will have to set for each individual sheet too). Press OK.
