Any voice installed on windows can show up on this (free) app. Speed and pitch you can choose ebooks and texts of various kind can be drawn in and be directly read or kept as mp3 or else to be used on other devices. So you can also use the better (paid) new voices you can install for windows.
I use FB Reader. Has great customization and works with books, pdfs, and even comics. The "network" syncs with your Google Drive and lets you upload your ebook. You can also have it sync your position across multiple devices so you can access your spot regardless of your device. Reply reply.
