Depends. If you're looking for a world or region map, ^ what that person said. If you want something for building dungeon maps, local battle maps, etc, I recommend Dungeon Painter by Pyromancers. I use the paid version hosted on Steam, Dungeon Painter Studio ($14.99), but the free version is pretty good as is.

ADMIN MOD. Free fantasy map generator. Resources/Tools. This isnt mine. I deserve none of the credit, that's for the guys and girls who make it. It is however, amazing. Makes fantasy worlds, populated them with loads of customisable stuff and makes a lovely map. It is great. Also somehow free.

Inkarnate has a free version or demo or something. I like r/FantasyMapGenerator, aka Azgaar's map generator, which works well if you don't have a strong idea already, but you can edit anything it makes or erase it all and start fresh. 1.
