However, some days ago I had an issue just like yours because of a new small update. I fixed by canceling the update, closing the launcher and then by deleting the GTA5.exe in the installation folder. I restarted the launcher and it redownloaded the whole update again (it was around ~75MB) and at the end it worked.

I found a workaround. Using the reference below as a guide I did this from the Command Line: > cd C:\Program Files\Rockstar Games\Grand Theft Auto V. > GTAVLauncher.exe -verify -noChunkedDownload. This launched the Rockstar Games Launcher with the GTA V update download starting immediately. The update was finished a minute later.

This worked for me on the Rockstar Launcher version,wich we all know that is the most outdated one,well you must right click on the gta sa shortcut wich usually is on ur desktop,select the option "Troubleshoot this program",select there "This program worked on earlier versions of windows..." and then select "WIndows xp service pack 1/2/3"

Download the downgrading files you need from here. For example: If you want to downgrade to 1080, and want to use the Legacy Radio Downgrader, you download these 2 files. Place the downloaded files inside the Data > Temp (If Temp folder doesn't exists, you can just create it) folder of the GTA IV Downgrader. Do not extract the files!
