UPDATE: I re-named the "rockstar games" file found in the documents folder to "_rockstar games". I purchased on Steam, and need to start the Rockstar Launcher and launch GTAV before I open Steam. If Steam is already open, GTAV never launches. I don't know if this applies to your situation, but good luck!
Download the Rockstar games launcher directly from the website (it's okay to have the game installed on steam. Just don't preform first time set up, or if you do, uninstall rockstar social club and games launcher from the add/uninstall option in the computer. 2)right click launcher and go to properties. Rockstar Games Launcher Freezing on Startup. This is an issue of the Rockstar Games Launcher. I am using a newly built PC, and I downloaded GTAV through Steam. When I try to launch GTAV, Steam installs Rockstar Games Launcher. The launcher was successfully installed, however, when it tried to launch, it freezes on the screenshot I uploaded.

The tutorial the other guy linked worked for me. You just have to rename the Rockstar Games folder under Documents & restart the launcher. During the restart the launcher will create a new folder that works.
