I succeeded in downloading 6 patch files before this. I tried the following steps: Close all background applications. Disable all security software. Clear cache. Delete download folder in My Games. Uninstall FFXIV and try again. None of these attempts worked. What DID work was retrying the download through a free VPN.
Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu. Right-Click on the FFXIV launcher icon and select "Properties". Go to the "Compatibility" tab, and change the compatibility mode to "Windows 7". Hit "Apply", then "OK" to save the changes.

FFXIV Boot Error: Unable to download patch files. [11003] [10009] [10019] Tried all sorts of possible fix (deleting patch folder, change Boot.cfg log, use VPN, disable firewall, Manual DNS setting, updating IE Edge, Changing back from Windows 11 to Windows 10.) Non of these fix works.
This seems to come up infrequently, but I've never had download speeds that low except very early in the games life. I've noticed some ISPs don't like XIV very much, especially patch downloads. Ironically, I never had an issues with Comcast though. I have a 100 up/down connection and I get the full bandwidth when downloading patches.
