If I see someone two or three weeks before December 25 and I know I won't see them again before Christmas, I would probably say, Have a Merry/Happy Christmas! Cidertree's advice is sensible. Saying Merry Christmas should be enough if you say it on or shortly before the 25th of December. You are certainly free to add in advance if you want to, but people don't generally do that.
