Used different USB-A to USB-C cables. Tried different USB ports on the PC. Tried using Steam (+Big Picture). Used DS4Windows (including enabling DualSense there). Updated drivers. Connected the USB to the controller while it was blinking. Connected the USB to the controller after it finished blinking. Performed a hard reset on the controller.
If anyone is having similar issues, all I did was connect my controller to PC, go to bluetooth settings, and search the list for wireless controller (in my case it was under audio devices now). Remove the device from the list, reconnect your controller (PS5 button + Share button until it blinks rapidly). Under bluetooth settings, Add Bluetooth ...

The actual guide (if it isn't detailed enough let me know and i will edit) Step 1: connecting the controller. A: Wired, just plug it in, windows should do it's thing and then steam will recognize it. B:Wireless, i will assume you have a bluetooth adapter or something like that.
A: So, from PC to PS5, super super EZ. Just pair normally with the cable plugged in. Voila! From PS5 BACK to PC, however, there's an annoying step. You MUST first go to that Bluetooth menu and click on the "Wireless Controller" and "REMOVE DEVICE", then re-pair with the same process. Sounds like a pain? A bit.
