The airport was built in the 1960s when Ohio Governor Jim Rhodes declared each county in Ohio should have an airport. The airport had an expansion and upgrade in 2011 that saw its main taxiway extended. The taxiway surface was also redone, its design was changed to meet FAA standards, and trees and buildings were removed to make room.
The airfield was established as a base for Operational - Replacement Training Units to train recruits for combat and also for "nickelling", the dropping of propaganda leaflets. The airfield went operational on 2 September 1942 and served as a satellite for RAF Wing. The runway was built of rubble from bomb damaged London.
In 1996, RTC Great Lakes became the Navy's only basic training facility. The Base Realignment and Closure Commission of 1993 resulted in the closure of Naval Training Center San Diego, California and Naval Training Center Orlando, Florida, their associated Recruit Training Commands, and the consolidation of US Navy enlisted recruit training to Great Lakes.
The first facility on the airport's current site was built in 1947 for private use. It had a single dirt runway. When Ohio Governor James Rhodes decided that all Ohio counties should have an airport in 1966, the land was donated to Carroll County, and construction began on the county's official airport.
Between 2005 and 2022, the Salem Airport was owned and operated by Salem Air Park Ltd and Michael and Brenda Pigeon, who purchased it at $529,000.
