Use a map of a real city. Most people would only recognize the city map for towns they've lived in or have very unique shapes, so pick a random large city from somewhere far away from all your players and use that. Most people don't even recognize the map of their home city if you flip it upside down.
Resource. Hey everyone, I'm Thomas, and as a passion project I've been developing Fantasy Town Generator. It's a free webapp that DMs can use to create detailed, customisable settlement maps - from villages to cities. In addition to the map, it creates the buildings, people, and factions in the city. PF2Easy's encounter creator - Not really a generator, but it has a great way to collect level-appropriate monsters. Monster Lair app - Haven't tried it myself, but seems to be a decent encounter generator/manager; calibrated to 4-person parties. Pathfinder Dashboard - Good browser-based tracker. Treasure.
Any small American style town generators? Resources/Tools. So I’m starting to do a little world building for Kids on Bikes, and though I could hand draw some crappy map I’d like to see if I could generate something actually nice looking. Or even build it from scratch. Any help is very much appreciated!
For a modern-day city, you could check out the Call of Chtulhu NPC generator (under Weird Fiction > Random generator > NPCs) and the Cyberpunk NPC generator (under Sci-Fi > Random generator > Cyberpunk NPCs). Wow, that is really cool. The only major thing missing, I think, is a 'size' option for generating small villages or large cities (unless I'm missing it somewhere). Awesome I had just started looking for a good city generator yesterday. So far I've just been playing around with the controls and it seems really nice.

Even if it takes place solely within the city walls. It still makes no sense to actually map it out down the buildings (unless you just copy a map someone else made). You'll just want a larger list of places the players could end up/visit at and a more detailed global view with factions and stuff.
I prefer handcrafted maps. If they can improve the map editor UI, that would be more than enough for me. The tools are fine but it can be a bit of a curve to learn how it works(I am slow what can I say). I think this is where sim city 4 shines when it allowed you to terraform before starting a city and the tools were easy to understand.
