Go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders. When there, on the right-side Window under "Name" you will see a line for "Personal". On the right of that is "Data" and next to "Personal" please remove it (or fix the value) Then click on File and exit Regedit.

Go to SETTINGS and on the sidebar click on "EXPORT", make sure that "EXPORT AS" is disabled and then click on the sidebar "PLUGINS" and disable "ENABLE GENERATOR" and then click "OK" to your top left and restart your PS. This did it for me and I am running PS BETA v 25.0.

If only non-admins receive the generator error, it may be that the permissions on a file or folder are set to admins only or restricted to a named user. Try running Photoshop 2018 as an admin from one of the students logins. Type Photoshop in the search box and you should see Photoshop 2018 at the top of the results.
