After much searching I found that going into Nvidia Control Panel, manage 3D settings, and forcing PS Remote Play to 60 FPS Max Frame Rate finally solved my woes. Just putting this here in case anyone looking for a fix needed a different option. I see several options on the Microsoft store.
I just traded in my $2000 Galaxy book for a $350 Chromebook because it plays better with PSPlay, and I couldn't be happier. That's how much better this app is than the official PS Remote app. I hear PSPlay is working on Windows 11 PC in testing. Windows 11 might get a better Android subsystem. The official PS Remote Play app might get better.

Sound was clear and no chops. EDIT2 : Changing system sound settings to run 24 bit and 48 kHz might be the solution. It's inside Sound > Playback > [ Choose Proprieties of the device you're using] > Advanced : In the Default Format, choose " 24 bit, 48000 Hz [Studio Quality] ". Thanks!

Today I came across Chiaki, open source remote play with apps available on "Linux, FreeBSD, OpenBSD, Android, macOS, Windows, Nintendo Switch and potentially even more platforms.". Using the PS Remote Play App it was 100% unplayable using 540p and 30 fps. Using Chiaki I'm playing at 1080p and 60fps and there is 0 noticeable lag.
On your PS4, you go to Settings->Remote Play->Add Device. Fairly quick fix, though it took me 30 min to figure it out. for me it says "Something went wrong. Please try again later." when i click "Sign in to PSN" on the "PS Remote Play" app. I'm having the same issue. OMG had this issue.
