Either way Sprint has AWFUL service in the Phoenix area, I would NOT recommend going with them. Basically any city in the United States is going to have Verizon as the best carrier but the margin of call quality/3G of other carriers to Verizon varies greatly.

However, hills do. The other major effect to limit cell service in Western WA is the NIMBY problem. Each cell tower only has a range of roughly 6 miles, give or take depending on terrain. Too many people in West WA freaking out about having what is essentially a 15 watt transmitter in their neighborhood.
I don't usually lose voice calls but data service can be spotty. My iPad is on T-Mobile which is worse. It drops data coverage before my AT&T phone does so I would avoid T-Mobile. All the long term residents in Camas and Ridgefield who I ask generally say that Verizon has the best coverage outside the main urban areas.
