    As for BAH rates, unfortunately the DoD's definition of adequate housing probably does not align with the expectations of most military members. For instance, current median rent for a 2-bedroom in San Antonio is currently $1,328. The current rate of an E-5 with dependents is $1791.

    The military may be the only employer who pays employees the same amount in San Diego as they do in Norfolk. BAH based on locality offsets housing (in theory) but gas and groceries are affected by geography as well. COLA should be a thing everywhere. I think that BAH should be done away with entirely and rolled into base pay.

    Anecdotal, most military i serve with tend get houses at or just under BAH. Utilities are defined as electricity, gas, water, sewage, heating (oil, wood, kerosene, etc), and HOA if applicable. I am in San Diego w/ 2 kids + spouse. BAH is 3813 ( 2020 rate is higher so I still use that). Mortgage + ACS utilities = 4100 / BAH covers 93%.
