Anecdotal, most military i serve with tend get houses at or just under BAH. Utilities are defined as electricity, gas, water, sewage, heating (oil, wood, kerosene, etc), and HOA if applicable. I am in San Diego w/ 2 kids + spouse. BAH is 3813 ( 2020 rate is higher so I still use that). Mortgage + ACS utilities = 4100 / BAH covers 93%.

Your spouse could have 100% physical custody of your child, and you would still be entitled to BAH or family-type Government housing so long as you have joint legal custody.
