    The Date and Mint Mark were moved to the edge of the Sacagawea Dollar with the release of the Native American coin Series in 2009 which retained the Sacagawea Bust on the Obverse. I do not have an image of a 2009 coin but offer this image of the 2010 version from the US Mint. Pictures, even rudimentary pictures would answer a lot of questions.

"In 2017, the public found out that the U.S. Mint was secretly minting a small number of Silver Eagles at the Philadelphia and San Francisco Mints due to a Freedom of Information Act. Only 79,640 of the near 50,000,000 2015 Silver Eagles were minted at Philadelphia. That's about 1/10th of a percent!

"the year when the coin is supposed to be shipped out of mint" - it can be true only if mints make decision which year to use in every day production to ship these coins exactly up to the end of the specific year.
